The Lowland distillers, who had no opportunity to avoid taxation, complained that untaxed Highland whisky made up more than half the market. The heavy taxation during the Napoleonic Wars gave the illicit trade a large advantage, but their product was also considered better quality, commanding a higher price in the Lowlands. This was due to the method of taxation: malt was subject to tax (at a rate that climbed substantially between the 1790s and 1822). The licensed distillers, therefore, used more raw grain in an effort to reduce their tax bill. The Highland magistrates, themselves members of the landowning classes, had a lenient attitude to unlicensed distillers—all of whom would be tenants in the local area. They understood that the trade supported the rents paid. Imprisoned tenants would not be able to pay any rent. In 1823, Parliament eased restrictions on licensed distilleries with the Excise Act 1823 (4 Geo. 4. c. 94), while at the same time making it harder for the illegal stills to operate. Magistrates found counsel for the Crown appearing in their courts, so forcing the maximum penalties to be applied, with some cases removed to the Court of Exchequer in Edinburgh for tougher sentences. Highland landowners were now happy to remove tenants who were distillers in clearances on their estates. These changes ushered in the modern era of Scotch production: in 1823 2,232,000 gallons of whisky had duty paid on it; in 1824 this increased to 4,350,000 gallons.

== Experimental chemistry == Meitnerium is the first element on whose chemistry has not yet been investigated. Unambiguous determination of its chemical properties is yet to have been established due to the short half-lives of meitnerium isotopes and a limited number of likely volatile compounds that could be studied on a tiny scale. One of the few meitnerium compounds that are likely to be volatile enough is meitnerium hexafluoride MtF6, as its lighter homolog iridium hexafluoride (IrF6) is volatile above 60°C, so the analogous compound of meitnerium might also be volatile enough; a volatile octafluoride MtF8 might also be possible. For chemical studies on a transactinide, at least four atoms must be produced, the half-life of the isotope used must be ≥1 second, and the rate of production must be at least one atom per week. Even though the half-life of 278Mt, the most stable confirmed isotope, is 4.5 seconds, long enough for chemical studies, another obstacle is the need to increase the rate of production of meitnerium and allow experiments to carry on for weeks or months so that statistically significant results can be obtained. Separation and detection must be carried out continuously to separate out the meitnerium isotopes and have automated systems experiment on the gas-phase and solution chemistry of meitnerium, as the yields for heavier elements are predicted to be smaller than those for lighter elements; some of the separation techniques used for bohrium and hassium could be reused.

Operation began with the Type T.3026 transmitter sending a pulse of radio energy into the transmission antennas from a hut beside the towers. Each station had two T.3026s, one active and one standby. The signal filled space in front of the antenna, flooding the entire area. Due to the transmission effects of the multiple stacked antennas, the signal was most strong directly along the line of shoot, and dwindled on either side. An area about 50 degrees to either side of the line was filled with enough energy to make detection practical. The Type T.3026 transmitter was provided by Metropolitan-Vickers, based on a design used for a BBC transmitter at Rugby. A unique feature of the design was the "demountable" valves, which could be opened for service, and had to be connected to an oil diffusion vacuum pump for continual evacuation while in use. The valves were able to operate at one of four selected frequencies between 20 and 55 MHz, and switched from one to another in 15 seconds. To produce the short pulses of signal, the transmitter consisted of Hartley oscillators feeding a pair of tetrode amplifier valves. The tetrodes were switched on and off by a pair of mercury vapour thyratrons connected to a timing circuit, the output of which biased the control and screen grids of the tetrode positively while a bias signal kept it normally turned off. Stations were arranged so their fan-shaped broadcast patterns slightly overlapped to cover gaps between the stations.
